Both ends of steering system are linked to the inner valve. These are two fluid ports attached to the inner valve through which power steering fluid is let in. The fluid entering the inner valve at heavy pressure causes the inner valve to rotate which allows the rack to move according to the direction that you turn the steering wheel.
